SKGS advises the government against granting a grid concession for Hansa Power Bridge, a 700 MW electricity connection between Hurva in Skåne and Güstrow in northern Germany. The main reasons are that:
- A further strengthening of transmission capacity between Sweden and Germany risks leading to increased electricity prices in southern Sweden and further increasing price differences within Sweden.
- Price formation in northern Germany is not accurate and a strengthening of transmission capacity should not take place until this is remedied through, for example, a division of Germany into bidding zones.
- An increased capacity to other countries reduces the room for connecting new consumption in the area, as Svenska kraftnät must guarantee that 70% of Hansa Power Bridge is available for export.
- Power adequacy in southern Sweden should primarily be met with dispachable generation capacity in southern Sweden and not with more international connections. In the short term, an expanded strategic reserve should be procured until more dispachable generation capacity can come inline in southern Sweden.
